When comes to online roulette, there is basically no strategy.  But, if you're going to play, European internet roulette is the way to go.  The difference being, in American internet roulette, the wheel has 38 slots with "0" and "00".  The European version has 37 slots with
only "0".

Follow these tips to give you the best chance of winning:
Wager on low-odds and even-money bets as they offer the lowest house advantage when playing online roulette.
Only play at casinos that offer European internet roulette. With that extra zero in American internet roulette, the house has a 5.3% advantage where as with European internet roulette; the house has a 2.7% advantage.
We recommend that you only play online roulette for brief periods of time.
Don't bet on the five-spot or top line (0, 00, 1, 2, 3) on American internet roulette.
Set a specific target amount of money to play online roulette with. Once you lose it, quit. Online roulette should be played for its entertainment value.

Roulette History:

Roulette is French for "small wheel".  It is a little unclear but it is believed that roulette first originated in England in the late 1700's. 
The roulette table layout is virtually the same since it was first designed by Blanc brothers who operated the world-famous Monte Carlo Casino.  Roulette has always attracted a sophisticated player and is one of the most recognizable symbols in gambling.

Roulette Dictionary

Inside Bets - bets made on specific numbers or combination of numbers within number layout.
Outside Bets - one of the 2 to 1 bets or 1 to 1 bets that appear on the outside of the layout.

Roulette Bets and Payouts
 Bet:  Description:  Pays:
 Red or Black  A bet that the winning number will be red or black  1 to 1
 Even or Odd  A bet that the winning number would be even or odd  1 to 1
 Low or High  A bet that the winning number will be low (1 through 18) or high (19 through 36)  1 to 1
 Dozen  You can bet on a group of twelve numbers by setting your chip in one of the three boxes  marked "1st 12," "2nd 12," or "3rd 12"   2 to 1
 Column  There are three boxes marked "2 to 1."  By setting your chip in one of these boxes, you mark
 all twelve numbers above it (0 and 00 excluded)
 2 to 1
 Line  A line bet covers two street bets (i.e. the six different numbers in two rows of three numbers.  For example: 4,5,6 + 7,8,9).  Set the bet on outer right boundary line of the roulette table, where  it's met by the line dividing the two rows  5 to 1
 Five  This bet covers the following numbers: 0, 00, 1, 2 and 3.  Set the chip on the outer boundary line  6 to 1
 Corner  Corner bets cover four numbers.  Set the chip in the cross where the four numbers meet  8 to 1
 Street  Street bets cover three numbers.  Set the chip on the outer right boundary line of the roulette  table, next to the corresponding row of three numbers  11 to 1
 Split  A bet wagered on two connecting numbers by setting the chip on the line dividing the two  numbers.  A chip can also be set on the line dividing zero (0) and double-zero (00)  17 to 1
 Straight Up  A bet wagered on any individual number, including zero (0) and double-zero (00).  The chip is  set directly on the individual number  35 to 1
